I think the main thing you should focus on is the structure of the head. When you gain a better understanding of how to construct the head from basic forms, you will be able to place facial features proportionally. I would suggest looking at Proko's portrait drawing fundamentals course on his site (Proko.com) as well as his youtube channel. He talks about the basic constructing of the head and how to eventually intuitively draw heads without having to draw construction lines. Keep working at it and eventually you'll get where you want to go.
