avoiding scribbly lines?

seem to have a bad habit of these searching scratchy line. I guess i can rub them out and clean them up but in some instances when fixing a mistake or trying to adjust proportions i end up adding more lines which makes cleaning up a bit harder. 

Is this just me not being confident or perhaps  need to slow down a little?
